Companies play the game of short-time working

(DH) – While the Conjuncture Committee decided to introduce a compensation mechanism in the treatment of partial unemployment statements, Dan Kersch, LSAP Minister of Labor, has just communicated that more than 84% of the 3,680 companies who requested it followed the procedure.

In response to a parliamentary question from Sven Clement (Pirate), the Minister recalled what to do. After acceptance of the request for short-time working by the Conjuncture Committee, each company receives a letter or an e-mail from Adem with its file number inviting it to go to guichet.lu to complete a declaration.

Thus for the month of July, companies had until September 30 to get into good standing. In this regard, the Employment Development Agency, which has just completed the processing, has started sending partial unemployment statements linked to the covid-19 crisis for the period from March to June 2020.

In addition, ADEM, whose staff assigned to this mission have been increased, retains the mission of relaunch companies who have failed to take the step. However, in the event of an administrative error preventing a company from meeting the deadlines, Dan Kersch clarified that “this could lead to repair“.


The Conjuncture Committee reached an agreement within the framework of the processing of accounts concerning work stoppages linked to the health crisis. This process will be applied for the period from July to December 2020.


As an indication, partial unemployment granted to companies remains a reality for 2.825 companies in Octobere, according to the Conjuncture Committee. But if the number of files decreased by 24 requests compared to September, the number of employees concerned is adopting an opposite trajectory. In fact, the requests granted for the month of October concern 23,122 full-time employees, an increase of 47% more than last month.

As a reminder, out of some 860 million salary advances already paid, the Ministry of Labor recently estimated that 40% could be recovered by the state coffers. That is more than 320 million euros that some of the 14,700 companies benefiting from the measure will have to repay.
