Senegal: Mamadou Bocar Sy reappointed by his peers for a second term at the head of the Place Bancaire in Dakar

Mamadou Bocar Sy was reappointed by accalamation, Wednesday August 12, 2020, as president of the Professional Association of Banks and Financial Institutions of Senegal (APBEF) for a two-year term. It was on the sidelines of the Ordinary General Assembly (AGO) of the banking group.

During his previous mandate, Mamadou Bocar Sy led projects that restored the visibility of the association with the acquisition of a site for its headquarters and the commitment to a fruitful and permanent dialogue with economic players, customers and authorities. . The ADG of the BHS has in fact applied his method of governance experienced with real estate players, namely listening and sharing information.

Recently, the quality of his involvement in the management of the impacts of the Pandemic in the activities of customers and banks was praised by the Governor of the BCEAO in front of his peers from the Federation of Professional Associations of Banks and Financial Institutions of the UEMOA (FABEF), during a videoconference. Mr. SY also represents the private sector at the level of the FORCE COVID-19 monitoring committee set up by the Senegalese President, Macky SALL, and of which he heads the Commission on Macroeconomic Stability.

A long-term banker

Director General of the Banque de l’Habitat du Senegal (BHS), Mamadou Bocar Sy is a long-term banker. His career began at the Credit Department of the Banque de l’Habitat du Senegal in 1988. Over 10 years, he developed strong expertise in financial analysis and modeling and mastered the various real estate financing instruments. In 1998, he joined the Senegalese subsidiary of BNP Paribas, BICIS, as Deputy Director of the Individual and Institutional Clients Department, in charge of the Real Estate Financing division and thus participates in the development of strategies and development plans for the real estate activity of the subsidiary.

It was in 2004 that the first Department of Real Estate Affairs was born within a universal bank in Senegal and it was only natural that the decision to entrust it with the reins was taken. He also served on the Board of Directors of BHS on behalf of BICIS before returning in 2006 as Deputy Managing Director. It accentuates the operational strength of the BHS, initiates projects to improve the quality of service and strengthens the proximity of the BHS with developers.

In December 2010, he was appointed Managing Director of BHS and his team’s stated ambition is to make the bank the West African flagship of establishments specializing in real estate financing for all. Its vision of the development of the BHS has been translated through the BHS 2015 & BHS 2020 Strategic Orientation Plans with innovative and structuring projects. In recognition of his involvement in the institutional positioning of the Bank, Mr. SY was co-opted as administrator on March 26, 2014, thus becoming Administrator-Managing Director of the Banque de l’Habitat du Senegal. And the advent of the Urban Poles made it possible to test the operationality of the Bank’s expertise in housing finance, particularly affordable. Today, he is a key player in the national 100,000 housing program initiated by President Macky Sall.
