The previously announced scheme for compensation for entrepreneurs in affected sectors COVID-19 (TOGS) has been opened. This cabinet measure, previously announced as Emergency Desk, is for entrepreneurs who are directly affected by the measures taken by the cabinet during the corona crisis. Companies receive a one-off subsidy of 4,000 euros in particular to pay their fixed costs. In time, this scheme will be replaced by the SME Fixed Allowance Allowance (TVL).
The government’s health measures have direct consequences for income in a number of specific sectors. For these entrepreneurs, the government is doing something extra to help the urgent need within this emergency package, in addition to other measures such as wage costs and broadened possibilities for bridging loans. Sectors that are primarily eligible are:
- food and beverage outlets,
- movie theaters,
- hair and beauty care (including hairdressers, pedicures, make-up artists),
- travel agency and tour operators,
- driving school owners,
- swimming pools,
- fitness centers,
- sports clubs and sport events.
And certain private cultural institutions such as:
- theaters, and
- music schools.
This concerns companies located outside the home. The only exception are food and beverage outlets, for example a café where the owner, tenant or tenant lives upstairs.
The group of companies that can participate in the scheme has been expanded several times. Check here if your SBI code is included.
Expansion target group TOGS
The target group has been further expanded on 15 April 2020. Various contact professions, such as tattoo shops, that were unable to register before, because they did not have a specific SBI code, are given access to the TOGS. Smaller retailers in the food sector, services such as camping sites and taxi companies, duped agricultural recreation companies such as a camping farm and duped supply chain companies such as wholesalers in retail and catering, photographers, film and television production companies, private security, temporary employment agencies and leasing companies have been added.
From 22 April 2020, certain duped care companies such as dentists, physiotherapists, midwives and home care shops can also apply for the TOGS.
If you believe you are eligible for the TOGS on the basis of your main or secondary activity, but you see that you are registered under the wrong SBI code, please report this to the RVO. Based on the reports received by the RVO, the Cabinet is investigating whether customization can be delivered, for example by making a better match between business activity and the SBI code.
Entrepreneurs can apply until June 26, 2020
Applications can be submitted by entrepreneurs via rvo.nl/tegemoetkomingcorona from Friday, March 27, 2020 to Friday, June 26, 2020. The company must be established in the Netherlands and the main activity as mentioned above must be apparent from the registration of reference date 15 March 2020 in the Business Register. Payment will be made as soon as possible after the application has been submitted. The applications are checked to prevent fraud.
Conditions for compensation for damage COVID-19
To qualify for the allowance, you must meet the following conditions:
- Your company was founded before March 15, 2020 and is registered in the Chamber of Commerce Trade Register.
- A maximum of 250 people work in your company. This is evident from the registration in the Chamber of Commerce Trade Register.
- The main or ancillary activity of your company was registered on March 15, 2020 under one of the required COC SBI codes.
- In the period from 16 March 2020 to 15 June 2020, you declare that you expect a loss of turnover of at least 4,000 euros on the main or secondary activity for which you are applying.
- In the period from March 16, 2020 to June 15, 2020, you declare that you expect at least 4,000 euros in fixed expenses for the main or secondary activity for which you are applying. Even after using other government support measures.
- Your company has a physical location in the Netherlands. This business address is registered in the Chamber of Commerce Trade Register.
- You declare to have at least one location with a different address than your private address. Or you declare that you have an establishment that is physically separated from your private home and that has its own entrance or entrance. Exceptions are catering companies with SBI codes 56.10.1, 56.10.2 and 56.30 and ambulatory companies with SBI code 47.81.1, 47.81.9, 47.82, 47.89.1, 47.89.2, 47.89.9, 49.39.1, 49.32 , 50.30, 85.53 or 93.21.2 (car and motorcycle schools, taxi companies, coach operators, market traders, fairground operators and inland navigation such as passenger and ferry services). In these companies, the private address of the owner / owners may be the same as the business address.
- The allowance is a one-off € 4,000 per company. The allowance is therefore not per location.
- You must provide a bank account number in the name of the company when submitting the application. Don’t you have these? Then you may also provide your private account number, on which your business transactions from your company take place.
- Your company is not bankrupt.
- Your company has not filed a petition for suspension of payments with the court.
- You declare that you have not received more than EUR 200,000 in public support for the current and past 2 tax years (de minimis regulation). Has your company already exhausted the entire amount of 200,000 euros? Then you are not eligible for the scheme.
- Your company declares that it is not a public company.
Additional conditions apply to a number of companies.
You can only apply online. You can do this yourself from home. A number of Chamber of Commerce data is filled in automatically. You must check this. Collect all necessary information in advance. For your application you need:
- an eRecognition tool level 1 (or higher) or DigiD;
- the Chamber of Commerce number of your company (note: not the location number / RSIN);
- the SBI code of the main activity of your company;
- the bank account number of your company;
- the correspondence and visiting address of your company;
- your contact details: name, telephone number, e-mail address.
Do you use an intermediary to submit the application? Then you need an authorization for this. You do not need to send the authorization with the application. Rvo.nl can request these during checks.
Emergency package economy and jobs
Due to the economic consequences of corona, Dutch entrepreneurs can apply to be eligible for exceptional financial support from the cabinet through the temporary scheme for wage costs (NOW) or extra support for self-employed persons. Companies can also make use of the various tax measures and broadened possibilities for bridging loans. Entrepreneurs report for extended credit schemes (such as the BMKB) to their lender, such as a bank. The regulations of the Ministry of Social Affairs and Employment (compensation for wages and support for self-employed persons) will be opened as soon as possible.
