With an unemployment rate of 6.9% of the working population, Luxembourg is strongly affected by the crisis. But ADEM notes that the phenomenon is more linked to difficulties in finding a job than because of new registrations.

In April, Luxembourg employers declared 1,895 vacancies. But what we will remember from this fourth month of 2020 is the huge jump in unemployment in the country. Plus 31.1% over one year, reaching 20,253 people. This official figure, last month, was still “only” 18,398 job seekers in March.

However the Agency for the development of employment, in its monthly report published Wednesday, does not sound an alarm bell. Wanting to be measured in its analysis, the ADEM indicates in particular that this jump “comes essentially from a drop in job exits rather than an increase in new registrations”. Hear that the number of people who were able to sign an employment contract was less than the number of employees losing their jobs without finding another place.

Thus, the ADEM agencies only opened 1,796 new files last month, whereas a year ago, the services had carried out 18% more registrations. It is true that since the beginning of March, the introduction of partial unemployment has largely mitigated the repercussions of the dormant economy on employment. Thus, according to the latest statement from the Ministry of the Economy, nearly 290,119 salary payments had been ensured thanks to this device allowing companies not to be separated, immediately, from their employees.

However, the unemployment rate recorded at the end of this quarter is approaching the records of the past ten years in the Grand Duchy. It is true that April also saw a number of job seekers arrive at the end of the measure (-543, or 12.9% more than in April 2019). Automatically, these people are now on the job market, due to the lack of employment opportunities. Employment Minister Dan Kersch (LSAP) to present new supports this Wednesday afternoon.

Figures for April 2020 released by ADEM indicate that unemployment slightly affects men (10,295 registered) than women (9,958). The most affected category being people with a low level of education. In almost half of the cases, the registered job seekers have a lower secondary level.
