Help to restart businesses

For the next three months, the government undertakes to pay an exceptional envelope to help the stores reopen. Provided that they agree not to dismiss more than a quarter of their staff.

First 1,000 euros per employee in June, then 750 € in July and another 500 € in August. This is the aid plan unveiled on Friday by the Minister of the Middle Classes, Lex Delles (DP) to help revive the retail trade. “To benefit from it, it will be necessary in particular for the owner to demonstrate that between March 15 (start of confinement) and May 15 (authorized reopening of shops), his turnover fell by at least 50%.”

This is one of the new instruments coming into play within the framework of the 700-800 million euro envelope devoted to the “New Start-up” plan (Neistart Lëtzebuerg). Financial leverage among the 17 now envisaged. A blow of striking sounding and stumbling granted to a sector which had to lower the curtain and seen melting its incomes. “There, any company with less than 250 employees operating one or more businesses (excluding food) will be entitled to it. Hairdressers, clothing merchants, tailors … “, details the young minister. And make it very clear: “who will benefit from this measure will have to open their shop, have no short-time employee and will be unable to dismiss”. Give and take.

The Ministry of the Middle Classes will quickly have to decide whether the next sales can be brought forward, maintained on the initial dates, extended or … canceled. For the time being, businesses are awaiting an answer.

Since the start of the crisis, Lex Delles estimates that his department will have distributed “seven times more aid already than in 2019”. It is not finished. It is also up to him to manage 200 million euros from the Recovery and Solidarity Fund. This time, it is a question of granting, over a period of six months, monthly direct assistance always per employee: € 1,250 granted for each employee on the job, € 250 for staff on partial unemployment.

There, the system is only open to companies that have resumed their activity but seen their turnover melt by at least 25%. Above all, the aid is only intended for companies (of all sizes and self-employed) in the hotel and catering sectors (Horesca), camping, tourism, health clubs and events (including cultural understanding). “These sectors have been and remain at a standstill and will not be able to find markets quickly, so we must help them get through this stage.”

A good, a night, a nice tip

If he can report numbers, Lex Delles cannot advance a recovery date for cafes and restaurants Luxembourgish. Despite the pressure from the profession, despite the approach of the Pentecost weekend, the minister remains silent. Pushing back to the government council of Monday, May 25, and analyzing the figures of the epidemic, the announcement of a possible return of customers to rooms and terraces. The date of June 1, however, remains the most likely for the Grand Duchy, which is cautiously continuing its deconfinement in stages.

Otherwise, we will console ourselves with the confirmation of this 50 euros voucher, addressed to each inhabitant over 16 years of age and to all frontier workers. A voucher valid for one night in a hotel, youth hostel or camping. After all, as traveling far this spring or this summer promises to be delicate, the incentive to discover accommodation in the country is clever. So, these next holidays: rather capital, Mullerthal or Moselle valley?
